Meet the Mayor and Council Members

Mayor Karen Fann
The Town of Chino Valley's Mayor, Karen Fann, has lived in the Chino Valley area for most of her life.
Karen became a member of Chino Valley's Council in 2002, and has been Mayor since July 2003. She has
much public experience, mostly in leadership roles. She is Chairman of the Central Yavapai Municipal Planning
Organization (CYMPO), and currently serves on the following committees or boards: The Northern Arizona Council
of Governments, Regional Association of Governments, the Upper Verde River Watershed Protection Coalition, of
which she is Chair, and on the Resolution Committee for the League of Cities.
Besides over-seeing the direction of the Town, Karen has been the owner of several successful businesses. She is President
and owner of Arizona Highway Safety Specialists, a highway construction company specializing in the installation of guardrail
and signs throughout the state of Arizona, and recently sold her horse boarding and equine event facility, the Fann-M Ranch.
Past experience of Karen includes chairman of the Governor's Commission on Non-Traditional Employment for Women, President
and Board member of the National Association of Women in Construction, President of Yavapai County Contractor's Association
and Prescott City Council Member and Vice-Mayor.

Vice-Mayor Joel Baker
Joel Baker has been on the Chino Valley Town
Council since 1999, and currently serves as its Vice-Mayor. He was a full-time English
Teacher at Chino Valley High School, where he taught for twelve years.
Joel has a Bachelor's of Science in Business Administration from Sienna College in
Loudonville, New York, and a Master's Degree in Criminal Justice from George Washington
University in Washington, D.C. He is also a graduate of the Defense Intelligence College
in Washington, D.C., and graduated from the Los Angeles Institute of Polygraph. Joel
received his Teaching Certificate from Chapman College in California.
Joel is a Commander of the American Legion in Chino Valley, and a member of
the Council of Electors of Yavapai Regional Medical Center. He is also a lifetime
member of the Veteran’s of Foreign Wars, and a lifetime member of the American Legion.
Memberships include the Vietnam Veteran's of America, member of the 4th
Infantry Division Association, and member of the Chino Valley Elks. Joel is a former
member of the Intelligence Officers of America, and was a former Special Agent of
the Federal Bureau of Investigation. He was also a Combat Commander in the Republic
of Vietnam.

Council Member Jim Bunker
Jim Bunker has been a Council Member since 2001.
He is a native of Chino Valley and has lived here virtually all his life. He graduated
from Prescott High School in 1970, Yavapai College in 1972, and from Arizona State
University with a Bachelor's Degree in Economics. He has been employed with his brother,
Keith Bunker, Jr., at Bunker Sawmill in Prescott, Arizona. He has been married to his
wife, Ronnie, for 25 years and has six children. He has been active in local wards of
his church, and has held several leadership positions in the local congregations.

Council Member Pat Purdin
Pat Purdin is a long-time resident
of Chino Valley, having lived here over 25 years. She currently serves as a Council
Member for the Town and previously served on Chino Valley’s Planning and Zoning
Commission. She has served on the Board of Directors for VICTORY Adult Education since
1990, and is a member of the Pat Huntsman Scholarship Committee. Pat is married
and has five children. She worked for the Chino Valley School District for over
20 years a District Secretary. Her experience also extends to being a Deputy Treasurer
for the Cochise County Treasurer’s Office, a Tax Specialist for the Pima County
Treasurer’s Office, and a Tax Collector for the City of Bisbee.

Council Member Virginia Reid
Council Member Virginia Reid has been a
Council Member with the Town of Chino Valley since 2001. She is a very active
retired person. She is Past President of the Board of the Chino Valley Chamber
of Commerce, and remains an active member of their board. She is also a member
and involved in the start-up of the Chino Valley Elks. She has been involved in
the Prescott Area Leadership (PAL) program, the Central Yavapai Rodeo, the Chino
Valley Fire District, and the People-to-People Ambassador Program.
Virginia has a Bachelor’s of Arts Degree in Human Resources from George Fox
College in Newberg, Oregon, and spent the majority of her career as a Fire Cause
and Origin Investigator for Farber & Associates, Inc., and Northwest Forensics
Laboratory, both in the state of Oregon. She also has pilot’s license and a real
estate license.

Council Member Ron Romley
Ron Romley is a 2nd generation native of Arizona. He and his father
were born and raised in Phoenix. He has five grown children and 12 grandchildren including 3 great grandchildren
which all continue to live in the Phoenix area. Ron worked for the Arizona Department of Transportation (ADOT)
and retired in 1992 after 31 years of service. While at ADOT he began as a survey crew member and within six
years he was a project manager where he supervised the construction of numerous road and bridge projects through
out the state. The two most memorable projects was his management of the 9½ miles of 21 foot diameter
underground tunnels which were constructed 65 & 95 feet below the ground surface. These storm water drain tunnels
were constructed in Phoenix and Tempe to prevent flooding. The second memorable project was managing the
construction of the Deck Park (Margret T. Hance Park) over the drive through tunnel on Interstate 10
in down town Phoenix. After retirement, Ron worked for a world wide engineering firm called Parsons
Brinckerhoff. He was a Project Manager for construction projects in San Diego CA. He was then promoted to
the Operations Manager over California, Washington, Oregon, Nevada and Hawaii. His work also took him to
Virginia, Delaware, Florida, and Texas. When he came back to Arizona, he became PB's Arizona's Development Manager. He
worked for PB for 13 years and retired to Chino Valley.
Ron and his wife, Cheri moved to Chino Valley 5 years ago. They both have been very active in community affairs,
including roads, and flood control concerns. For the past 2½ years, Ron served as a Planning and Zoning Commissioner.
During his tenure with the P&Z, Ron learned the workings of town government, and recognized the need for smart
growth in obtaining a well balanced future for Chino Valley. He is dedicated to working towards those goals.

Council Member Gloria Moore
Gloria Moore has been a resident of Chino Valley since 1989 and was seated on the Council in June of 2007. Gloria considers this opportunity to serve her neighbors to be a great honor and responsibility. She has been active in the community in various organizations and was a founding member, performer and writer in the Chino Valley Community Theater Group. Gloria has served as a Director of the Prescott Area Association of Realtors and as a Director to the State Association of Realtors. She has served on the Board of Adjustment for the Town of Chino Valley for over 8 years and is a founding member of the Chino Valley Elks Club. She has been a Real Estate Professional in this area since 1995 and is still active is that capacity.
A widow with grown children, she has the time and energy to devote to this community and is delighted to serve a Town that she is proud to call home.
