Meet the Mayor and Council Members

Mayor Chris Marley

Chris Marley was born at St Joseph's hospital in Phoenix, Arizona in 1954. He attended Washington High school from 1969 to 1972 and joined the U.S. Navy shortly after graduation. He served in the Navy four years, finishing his enlistment as a Machinist Mate Second Class.

After working a short time in air conditioning design and appliance repair, Chris went to work for Salt River Project as a fuel handler and eventually as an industrial air conditioning mechanic. During his time at SRP, he represented the International Brotherhood of Electrical Workers Local 266 as a member of the Central Safety Committee, as Chairman of the Joint Apprenticeship Sub-Committee, and in various other assignments. During his 26 years at SRP, Chris also earned his Journeyman's Electrician's license and began pursuing his machinist certification through Northland Pioneer College.

In 1982, Chris began studying to enter the pastoral ministry, and was called to his first senior pastorate in 1989. He served as a bivocational minister in eastern Arizona for approximately fifteen years, while continuing to work for SRP at the Coronado Generating Station. In 2004, Chris was asked to serve as a full-time pastor at Miller Valley Baptist Church, a small reformed baptist church in Prescott, Arizona. After five years in the full-time pastorate in Prescott, Chris and his wife moved to Chino Valley, where he continues to serve part-time in the pastoral ministry. Local issues and the desire to serve brought mister Marley to the political arena, where he presently serves his community as the Mayor of Chino Valley.

Council Member Dean Echols

Coming from a third generation Chino Valley family, Dean has watched the area grow through the years.

He spent over 20 years with United Parcel Service in management for the automotive department and during that time, also worked in, and around the restaurant business as time allowed. Upon retiring from UPS, he has proceeded to build and operate several restaurants and diners. His most recent venture is operating the Windmill House Event Center here in Chino Valley.

He divides his time there with being a member of the Chino Valley Town Council, Vice President of the Chino Valley Historical Society, and a member of the Chino Valley Rotary Club.

In his spare time, his passion is working on and driving some of his antique and classic cars, and attending different car shows.

Dean is always looking towards the future and what is best for the Town of Chino Valley.
Council Member Linda Hatch

Council Member Linda Hatch is a native of southern California who retired to the Town of Chino Valley in 2005.

Linda has a long history of volunteer and public service. In 1969 she began training as an education volunteer with the US Peace Corps . In 1970 thru 1972, she served as a science educator in Peru and from 1972 through 1973 she serve as a science educator in Liberia, West Africa.

Linda returned to the U.S. and became a Clinical Laboratory Technologist and worked in hospital and clinical laboratories for 16 years. During that time period, she also taught in inner city Los Angeles with the Los Angeles Unified School District. Her students were primarily gang members. Linda earned a Masters Degree in Clinical Laboratory Science and pursued a J.D. She passed the California Bar exam in 1990 and began Pro Bono work with the Los Angeles County Bar Association AIDS/Hospice Project . In 1992, she became a staff counsel for a quasi-state agency where she handled state, federal and administrative law cases. During that time period, Linda also earned an MBA. She is licensed to practice law before the US Supreme Court, the Ninth Circuit Court of Appeals and the Central District Federal Court in CA in addition to all California Courts.

Linda was appointed to the Chino Valley Board of Adjustment before running for the Town Council . She also was a member of the Chino Valley School District Facilities Committee and was one of the founding board members for the Chino Valley Foundation for Seniors. She is currently on the Town Council Finance Committee , Chair of the Appointments Committee, a member of the Yavapai Regional Medical Center Board of Electors and the Town representative to NACOG. Linda has a special interest in solar and renewable energy and volunteered time with CAZREN.

Prior volunteer work included coaching elementary school softball, basketball and tennis; on the Catalina Island Hyperbaric Chamber Crew (treating diving accidents); HOA Director and Girl Scout Board of Directors.

Linda is a licensed amateur radio operator (KQ6CP). She has California Community College and Standard Secondary teaching credentials granted for life.

Council Member Mike Best

I was born on October 28, 1945, in the city of Long Beach, CA where I lived for most of my 65+ years, before relocating here to the Beautiful Community of Chino Valley.

I have two sisters and one brother - I am the oldest, and the only one who lives in Arizona.

I have been married 44+ years to the same sweet lady "Nancy" and we were blessed with five wonderful children. Shelley, being the youngest is still at home. Now I'm having a great time playing with and watching my seven beautiful grandchildren grow-up…"It is the best part of Life".

My education was pretty standard. I graduated from Cuyama Valley High School, then attended Long Beach City College, and then on to Long Beach State College all in an attempt to get an Electrical Engineering Degree. After six years of night school, I did it! Before going to college I served in the U.S. Navy - I served in Viet Nam for the last 13 months of my service.

After being Honorably discharged in 1966, I visited family and friends for about six months and then it was time to get a job. I have worked for large companies and small family owned shops. However, for the last 34 years of my working time I spent in either the Los Angeles or Long Beach Harbors maintaining the Electric Container Cranes. I have had several great jobs in my lifetime, but the most rewarding has been helping to raise our five children.

My Family, Church, and Country are very important to me. I try to be honest in all of my dealings.

I am so grateful to be living in the beautiful Town of Chino Valley we looked for six years before settling down. Moreover, we both agreed that "This is the Place" and the people here are the greatest - "I love this Town".

Council Member Darryl Croft

A native of the St. Louis, Missouri area, Darryl served in the United States Navy for over 22 years in a variety of technical and administrative assignments in aircraft maintenance, technical and management training, and organizational development. Darryl was stationed in Norfolk, Virginia, Brunswick, Georgia, Memphis, Tennessee, and San Diego, California and deployed onboard aircraft carriers in the Caribbean and Mediterranean Seas and Atlantic, Pacific, and Indian Oceans. Before his retirement from the Navy in 1984, he served as the Command Master Chief of Carrier Airborne Early Warning Squadron 112, ashore at Naval Air Station Miramar in San Diego, California and deployed in the western Pacific onboard aircraft carrier U.S.S. Ranger (CVA 61).

During his naval career, Darryl earned undergraduate degrees in Industrial Management and Business Administration and a graduate degree in Business Administration. Wanting to teach in the field of adult education, Darryl returned to university to earn a Master of Science in Instructional Technology degree. Employed by the Imperial Irrigation District, a major California public power and water delivery company, Darryl developed and conducted management and technical training programs. While teaching business courses at Imperial Valley College, he also held positions as Director of Personnel Services and Dean of Vocational Education. He later returned to the Imperial Irrigation District to manage the Human Resources Department and assume responsibility for all human resources, labor and industrial relations, plant security, and loss control functions. Active in community affairs, Darryl served on the Imperial Valley Community College Foundation Board of Directors, Small Business Development Center Advisory Board, Literacy Volunteers of America, Imperial County Substance Abuse Advisory Board, and El Centro Rotary Club. In January of 2005, Darryl and his wife Donna purchased property in Chino Valley. The same year Donna retired from her teaching position with the community college and they began relocating her to their retirement home. Darryl followed in 2006 and has since served as President of the Parkside Village Homeowners Association, President of the Rotary Club of Chino Valley, Chino Valley Area Chamber of Commerce Board of Directors, and the Town of Chino Valley Streets and Highways Advisory Committee.
